WES requires sealed envelopes as part of the document authentication process. If an envelope is open when it reaches WES, we cannot proceed. The only exception to this rule is if a U.S. or Canadian customs agency opens your envelope for a security check. They will leave us a note specifying what they have done, so we can usually proceed in this circumstance.
